WWE has always wanted Roman Reigns to be in the title picture as he is the next John Cena plan for WWE. Roman Reigns is facing Brock Lesnar to establish himself as Universal Champion and satisfy the rest of the dream matches that WWE has planned for.

According to my guess, WWE has planned for Roman Reigns vs Brock Lesnar long ago. WWE always wanted Roman Reigns to face Brock Lesnar since Wrestlemania 31, the last meeting which generated so much of heat.

Brock Lesnar is holding the Universal Championship since Wrestlemania 33. He has always been the beast of WWE, even if he was not said so.
He defeated Goldberg to be the fourth Universal Champion and also currently he is the longest reigning WWE Universal Champion.
WWE wanted Brock Lesnar to retain his gold at every single PPV of 2017 and also Royal Rumble 2018.
Maybe, this is the final title run of Brock Lesnar. Therefore, this can be the reason why WWE wanted Brock Lesnar to retain his gold.

That depends on what WWE has planned and considering the health of Brock Lesnar. Brock has always been healthy, and also retained his shape consistently.
May be, Brock Lesnar is not retiring this year and considering this fact, this match (Brock Lesnar vs Roman Reigns II) won’t be stipulated as Career vs Career instead it would be stipulated as Career vs Title at Wrestlemania 34.
